Discrimination In Mexico against Foreigners

First of all let me set the location and the wording that we will be discusting in this article, We are in Mexico, there is no "Municipal water Co." and "County Tax office", what we do have is a municipal entity called " SAPA" and we do not have a "County Tax office " but a delegation (Delegacion) which receives the Property tax payment called "PREDIAL" and contrary to other countries on the North American continent we in Mexico help the elderly by having a system called INSEN and INAPAN by which a person of over 65 years of age can receive deductions and reduction in costs and we have a Constitution to protect everyone from discrimination but it seems that some authorities do not know or repect that:
Regarding the negation by the personal of SAPA and of the Delegation who do not want to give 50% discount to persons who have an "INSEN" or "INAPAN" card because they are not Mexicans may I say that this is not to be acceptable by law.
The constitution of our country is very clear, article one says that every individual in the Mexican territory has equal rignts AND in its last paragraph it establish that they discrimination motivated because of Etnic, nationalidty, gender, age, different capacities, social condition, health condition, religion, opinions, preferences, civil status or any other reason contrary to human dignaty that has as an objective to annul or reduce the Rights and liberty of persons.

"All types of discrimination whether it be for ethnic origin, national origin, gender, age, different capacities, social condition, health condition, religion, opinions, preferences, or civil state or any other which attacks human dignity and has as an objective to destroy the rights and liberties of the people are forbidden."
There is no law, bylaw or internal decision which do not respect the words and intention of our Constitution that can be applied THUS one should get a copy of the Magna Carta and show it to the person who tries to do discrimination.
